Game Night Gentlemen

Esau Tillman has spent a lifetime listening to a voice no one else can hear.
His journal connects too many things that appeared unrelated from the outside. Disturbing truths emerge that can’t be ignored.
Help has come to El Paso, but their new ally has a simpler solution than they hoped for. And somewhere inside the facility, children are still waiting.

The agents have found their monster. Now they have to decide what to do about him.
A search of Esau Tillman's apartment reveals the workings of a deeply disturbed mind, and evidence that his ambitions extend far beyond the walls of the detention center.
But knowing what Tillman is doing and knowing how to stop him are two very different things.
The agents have guns. They have a few questionable allies. They have a plan—or at least the beginnings of one.
What they don't have is any confidence that another act of violence will make things better.

After a long day under the El Paso sun, the agents are ready to get a closer look at the detention facility they've been watching. But getting inside requires something more difficult than breaking down a door: navigating government bureaucracy.

Fortunately, Andy Banks has a badge, a plausible excuse, and just enough confidence to get himself into trouble.

Once inside, he discovers that the paperwork is a mess, security is questionable, and the staff are surprisingly accommodating. For a place trafficking in suffering, it's all remarkably banal.

But behind the machinery of government, Andy is beginning to see the shape of the atrocities this facility seems custom-built to hide.

The Program has made its decision, and the agents have made theirs.
A phone number leads to a midnight meeting with someone willing to help, though not enough to ask too many questions. From there, the trail runs through back rooms, borrowed favors, and equipment no one intends to account for.
By the time the agents reach El Paso, the job has become simpler in theory and much worse in practice. There is a facility behind fences, people moving in and out, and no clear way to know what is happening inside without getting closer.
So they watch.
For now, that is the easy part.

The investigation is over.
The agents have traced the evidence, argued over what it means, and prepared their recommendations for the Program. All that remains is to hand over the report and let someone higher up the chain decide what happens next.
To the Program, this is a question of timing. To the agents, it is a question of what happens while they wait.
As the team waits for an answer, a question begins to take shape:
What happens when following orders and doing the right thing stop being the same thing?
